The World Health Organization (WHO) declared COVID-19 a pandemic. Following the Order of the State Public Health Officer for all individuals in the State of California to stay home, the Community of Harbor Bay Isle Owners’ Association  (CHBIOA) Offices and the Community Center is closed until further notice. CHBIOA staff will be working from home to complete essential functions.  Non-essential functions will wait until the Shelter in Place order is lifted.  Call your association manager or email them regarding essential concerns.

Community Office

Drop-in services have been suspended until further notice at the CHBIOA Office.  Services will continue to be available by phone, email, and online by our staff working from home – (510) 865-3363 /

All payments and/or item returns may be received through mail, phone, or the drop box to the right of the double doors of the Community Center under the window.


All architectural applications will be categorically denied due to the “Shelter In Place” order and will need to be resubmitted upon the lift of the order. The upcoming Community Architectural Committee meetings have been cancelled until further notice.

Urgent/Emergency “Fast Track” applications may be submitted during this time by clicking here. Urgent status will be determined for the Community Architectural Committee by the Architectural Standards Manager, and may include: damage due to recent storms, a leaking roof, inoperable garage doors, a fallen fence, tree failure, or other situations that may affect the safety of the residents or security of the property. Proof of the offending incident may be required.

Security Department

CHBIOA Security officers and staff will direct citizens with non-emergency security needs to provide call in reports rather than have an officer respond in person.

This will impact all reports with no known suspect or suspect leads, reports intended for documentation purposes only, and reports of crimes such as identity theft, late reported thefts, harassing telephone calls, and lost, stolen, or vandalized property. If the caller does not have access to online services, a telephone report will be taken. Similarly, “advice only” calls for service by security personnel will be handled by telephone only.

If you have an emergency call 911. Alameda Police Department will continue responding to all 911 emergency calls, other emergency calls, crimes in progress, mental health evaluations, and incidents where there is a known suspect. Traffic enforcement and homeless liaison outreach efforts will also continue.

Common Area and Community Center Rentals

All programs and rentals are cancelled until further notice; the Community Center will be locked and the public will not be allowed to enter.

CHBIOA will issue full refunds to anyone who has rented the Community Center during this closure.

Board Meetings/Annual Meetings

Board Meetings and Annual Meetings are cancelled or postponed until further notice.
