Columbia is a planned residential neighborhood within the Community of Harbor Bay Isle Owners Association, consisting of 208 single‑family homes. Columbia residents enjoy a well‑maintained environment supported by their homeowners association, which works with volunteer leaders and an Association Manager to oversee common area upkeep, architectural standards, and community services. Columbia’s location within Harbor Bay Isle combines neighborhood charm with easy access to local amenities and the natural beauty of the Bay Farm Island setting.

Association Maintenance Responsibility
The Columbia Homeowners Association is responsible for maintaining all common areas within the community, including parks, private roads, and walkways.

The Association collects assessments from members to fund insurance, maintenance, operations, and reserves.

All homeowners and rental residents are required to follow the Columbia Association Architectural Guidelines as well as the Community Architectural Committee (CAC) Rules and Standards.
Exterior Modifications
All exterior modifications in Columbia require prior approval from the Architectural Committee.

Homeowners must submit an Architectural Application and obtain written approval from the Community Architectural Committee (CAC) before beginning any work.

Trash Pickup
Individual unit trash pick-up is the responsibility of each resident and containers must be stored so they are not visible from the street.
Parking

All streets in Columbia are City of Alameda streets. For parking issues, call 510-522-PARK or visit AlamedaCA.gov/parkingcitations.

Homeowners are encouraged to park their vehicles in their garages rather than in driveways or on the street. This helps:

Keep streets clear for early-morning City street sweeping

Reduce the risk of vehicle accidents

Provide parking space for visitors

Maintain a more attractive community appearance

Residential Parking Permits:

Due to overflow parking from the ferry terminal, Columbia requires a residential parking permit Monday–Friday, 8 AM – 6 PM.

Permits may be picked up from the Community Offices Monday–Friday, 8 AM – 5 PM.

Pets
Residents of Columbia are asked to control their pets to prevent disturbing neighbors.

Persistent or prolonged barking, howling, or unusual noises violates Alameda Municipal Code Section 7-3.10.

Any such violation is also considered a violation of Section 4-10.5 and is subject to the penalties outlined in Section 4-10.12 of the Alameda Municipal Code.
Board Meeting Schedule
- Board meetings are held bi-monthly at 2:00 PM on the 2nd Monday of the month.
- Homeowners should watch for the meeting sign at the front entry, check the Community Calendar, or call the Community Offices for confirmation.
- The Annual Membership Meeting is held in May.
- All owners are welcome to attend.
